第一章 外教行为规范

Chapter I Behaviors

 

第一条 外籍教师(以下称外教)一旦接受聘用,即为本校教职人员,应严格遵守中国的法律、法规及本管理规定,不得干涉中国内政和学校的内部管理。在课堂教学活动中不得有违反《中华人民共和国宪法》等法律、违背教师职业道德等下列言行:

(一)煽动民族仇恨、民族歧视;

(二)宣传恐怖主义、极端主义、分裂主义;

(三)宣传邪教、传播宗教教义、开展宗教活动;

(四)破坏国家统一、危害国家安全和社会稳定。

Article 1 Foreign teachers shall abide by the laws and regulations of the People’s Republic of China and shall not interfere with Chinese internal affairs and the administration of Pingxiang University (PU).In the teaching activities, there should be no violation of the constitution law, no violation of teacher's professional ethics.The following words and deeds shall be forbidden:

  1. incite national hatred and ethnic discrimination;

  2. promoting terrorism, extremism and separatism;

  3. propagandize cults, spread religious teachings, carry out religious activities;

  4. destroy national unity, endanger national security and social stability.

    第二条 尊重中国的宗教政策,不在学生中宣传自己的宗教信仰。

    Article 2 Respect the religious policies of the Chinese government and shall not propagandize their religious beliefs among students.

    第三条 尊重中国人民和当地人们的风俗习惯和道德规范。

    Article 3 Respect the customs and moralities of Chinese people and the local people.

    第四条 自觉遵守课堂纪律。授课时应当注意仪表,衣着整洁,不得穿拖鞋、背心上课,不得在课堂抽烟、吃零食。

    Article 4 Abide by the classroom disciplines. Pay attention to their appearance and be neatly dressed when giving lessons. Do not wear slippers and vests, smoking or nibbling in classrooms are not allowed.

    第五条 严格遵守作为教师的职业道德和操守,不得和学生谈恋爱或发生暧昧关系。

    Article 5 Conform to the moral requirements of professional teachers. Do not engage in affairs or developing any intimate relationships with students.

    第六条 接受学校的工作管理、业务指导、检查和评估;遵守学校所有的教学管理规定。

    Article 6 Comply with PU’s work system and accept PU’s arrangements, directions, supervisions and evaluations in regards to their work. Foreign teachers shall abide by all relevant PU regulations concerning teaching and academic management.

    第七条 未经学校同意不得兼做与其在学校教学无关的业务。

    Article 7 Do not engage in business unrelated to their teaching affairs in PU without the permission of the university.

    第八条 对于纪律涣散或不尊敬外教、或者与外教发生冲突的学生,应向所在学院的相关负责人报告并建议采取措施,不得对学生进行体罚、侮辱,也不得以不让其上课作为惩罚手段。

    Article 8 Report to superiors in the departments and suggest actions to be taken in case of having conflicts with students. Do not commit corporal punishment on students, insult students or threaten students, physically or orally to prevent them in any way from attending class or to interfere in their learning process.

    第九条 不以任何形式向学生收取任何费用,不强迫学生购买学校没有要求的教材或材料。

    Article 9 Do not charge any money from students, or compel students to buy text books or other materials which the university doesn’t require.

     

    第二章 授课、调课、请假、迟到、早退

     

    Chapter II Giving Lessons, Changing Classes, Asking for Leaves, Being Late for Class and Ending Class Early

    第十条 服从学校分配的教学任务和课程安排;除非学校分配的教学任务超出该外教能够胜任的范围,否则任课外教不得拒绝接受。外教应按期完成工作任务,保证教学工作的质与量;学校每学期对外教进行一次考评。考评包括外籍教师教学质量评估以及外教在遵纪守法、履行合同方面的考评。外教的考评结果将作为外教续聘与否、职位工资变动、合同期满推荐信撰写等方面的主要依据(评估表格见附件)。

    Article 10 Follow the teaching assignments and class schedules. Do not refuse to accept the teaching task which he/she is competent for based on the signed contract. Compete the teaching tasks in time and guarantee the quality and quantity of the tasks. PU evaluates teachers every semester. The evaluation includes the teacher’s teaching, academic performance, observance of rules and regulations and fulfillment of contract. The teacher’s extension of contract, promotion and reference letter will be based on this evaluation form (see the appendix).

    第十一条 外教调课、请假应该遵守以下审批程序:

    (一)按要求填写申请表;

    (二)提前三天向其教学主管提出申请并得到批准;

    (三)外教因为突发情况确实不能提前递交书面申请的,应当向教学主管口头申请并得到批准,在一周内补上书面申请表并按照以上程序得到批准、备案。

    以下情况,不予批准:

    (一)旅游;

    (二)做兼职或者从事其他与本校教学无关的业务活动;

    (三)教学主管、外事主管认为不应当批准的其他情况。

    Article 11 Follow the procedure of changing classes and asking for a leave:

    1Write an application letter or fill in the application form as required;

    2Submit the said documents to his/her superior in the faculty and obtain the approval three days in advance;

    3In the case that a foreign teacher is not able to submit the application letter/form for the reason of emergency, he/she shall get oral approval from the faculty and PU; a written application letter/form shall also be submitted within one week according to the procedure mentioned above.

    The following excuses will not be entertained and regarded as sensible reasons for changing classes and asking for leaves:

    1Traveling;

    2Engaging in part-time jobs or other business unrelated to teaching activities in PU;

    3Other reasons considered to be unsuitable by the faculty or PU.

    第十二条 外教违反以上关于调课或者请假的规定,学校外事主管部门在与外教所在学院协商后,可以向该外教发出书面警告,并根据外教与学校签订的合同扣除课时费。

    Article 12 If foreign teachers violate stipulations listed above regarding changing classes and asking for leaves, PU may give a written warning after consulting with the relevant departments. Foreign teachers’ salary will be deducted in accordance with the contracts between foreign teachers and PU.

    第十三条 外教无故迟到、早退两项累计超过三次,外教所在学院应当向该外教提出书面警告并送交复印件给国际教育与交流中心、教务处备案。

    以下原因,不列入书面警告事项:

    (一)不可抗力:如火灾、交通事故、抢劫等原因导致外教不能准时上课的;但该外教有证明这些原因存在的义务;

    (二)因为客观原因导致外教上课迟到的;

    (三)外教所在学院或者学校要求推迟上课或提前下课的。

    Article 13 In the case that a foreign teacher has been late for class or left class early for an accumulation of three times, the faculty shall give a written warning to the foreign teacher and submit a copy of the warning to PU and the Faculty Office.

    Written warnings don’t apply to the following circumstances for filing:

    1 Force majeure, such as fire, traffic accident and robbery and so on. Foreign teachers shall prove the existence of the force majeure.

    2Other objective reasons that make foreign teachers unable to come to class on time.

    3The department or University requires foreign teachers to postpone class or end class earlier.

    第十四条 按照指定的教材教学。教师应该仔细研究教材,合理安排教学。

    Article 14 Follow the textbook appointed by the faculty.The teacher should study the textbooks carefully and arrange the teaching properly.

     

    第三章 违反本规定的责任

    Chapter IV Consequence for Violation

     

    第十五条 外教一学期中因为违反本规定被书面警告三次或三次以上的,学校可以解聘该外教。

    Article 15 If a foreign teacher is given written warnings more than three times for the reason of violating these regulations, the university may immediately dismiss the foreign teacher.

    第十六条 对于严重违反本规定的外教,学校可以不经过书面警告直接予以解聘。

    Article 16 If a foreign teacher violates these regulations severely or displays gross misconduct at any time, the university can directly dismiss him/her without written warning.

    第十七条 被解聘的外教,学校不提供本学期的机票费和假期补贴。

    Article 17 The university will not provide flight ticket fee and holiday allowance to the foreign teachers dismissed.

    第十八条 对于严重违反本规定或被解聘的外教,学校保留通报相关政府机关和有关单位的权利。

    Article 18 The university reserves the right to inform relevant government agencies and other organizations about the foreign teachers who violate these regulations and are dismissed.

    第十九条 对于涉嫌违法犯罪的外籍教师,学校将依法转交公安司法机关处理。

    Article 19 In regard to the foreign teachers who may have violated Chinese laws or may have committed crimes, the university will transfer the case to the Public Security Bureau and juridical offices.
